It’s Time for Chambers to mandate Anti‑Bullying, Unlawful Harassment & Sexual Harassment Training

The 2025 Harman Review was not a recommendation for reflection - it was a call for immediate profession-wide action. 
There is a new regulatory landscape for those who work in and around the Bar:

The Bar Council expects Chambers to confront entrenched hierarchies, end bullying & harassment and drive systemic cultural change.

The Bar Standards Board expects Chambers to take proactive preventative steps - not simply to react to complaints.

Training is not longer optional.  It is an essential part of regulatory risk management

Chambers must act promptly to:
Avoid regulatory exposure
by evidencing structured training that prevents bullying, unlawful harassment & sexual harassment
Avoid regulatory investigations, formal findings, mandatory undertakings and increased scrutiny of leadership.
Avoid loss of the "all reasonable steps" defence
in Employment Tribunals - who will ask:
   - Was training recent?
   - Was it was tailored to the Bar?
   - Did it address third-party harassment?
   - Was it embedded across all relevant roles? 
Avoid reputation & recruitment risk - Chambers that fail to respond to the risk of bullying & unlawful harassment risk being perceived as culturally unsafe.
